STEVEN: OK, so here’s the deal. Every year since 1991, an Alaskan agency has bid to have their networking sy stem upgraded. It’s never been done successfully.
STEVEN: Over time it’s turned into the Kobayashi Maru of contracts — it’s impossible to finish, what’s important is how you get through it. In the last decade it became a formal contest.
STEVEN: In the last few years they even turned it into a direct-to-Netflix reality TV show.

STEVEN: They cover expenses and pay industry standard rates.
